Guidelines for Residents
IMPORTANT: Please read our Guidelines for Residents before planning or commencing any work on your mobile home or lot.

The Hacienda is a 50 AMP park and the following specifications are required when installing a new air conditioner:
- MAXIMUM SIZE: 3 TON, 20 AMP AT 220 VOLT. (36,000 BTU)
- VOLTAGE MUST BE 220/240 VOLT, SINGLE PHASE.
- THE SEER RATING (SEASONAL ENERGY EFFICIENCY RATING) MUST BE 12 OR HIGHER.
- THE INSTALLER MUST INSTALL A 30 AMP, 2 POLE CIRCUIT BREAKER IN THE HOUSE PANEL AND RUN POWER FROM THERE TO THE AC UNIT.
- NO ADDITIONAL BREAKER CAN BE ADDED TO THE PEDESTAL POWER.
- MANAGEMENT WILL INSPECT ALL WORK WITH OUR PARK ELECTRICIAN TO ENSURE PROPER INSTALLATION.
- ALL DATA ON AIR CONDITIONING UNITS MUST BE SUBMITTED TO HACIENDA PARK MANAGEMENT FOR APPROVAL PRIOR TO INSTALLATION.
Strict compliance with these requirements is essential.
If you exceed these limits, your breaker (and those of your neighbors) will trip and cause serious difficulties with the electrical system. You could be asked to remove your air conditioner and replace it with one that is in compliance with our specifications.
Fence Installation
The Hacienda Mobile Home Park adheres to the State of California’s building codes for mobile home parks as established by the Department of Housing & Community Development (HCD). Therefore, fences will be allowed to be installed at the Hacienda provided they meet the following requirements:
Residents must submit prior to installation a request to the Hacienda Mobile Home Park Management if they wish to install fences. The request must be in writing (a form is available in the Hacienda Mobile Home Park Office) and include the following information:

a description of the materials to be used;
-
a drawing or diagram of the location of the fences with dimensions, and distance from lot line and/or other structures on adjacent lot;
-
and the name, phone number and address of the person or company doing the installation.
The height of a fence is measured from the ground to the top of the fence.
-
A fence of any material may be installed on the lot line if not over six (6) feet high.
-
If the fence is parallel to the home, habitable accessory building, or building component and is closer than three (3) feet to the lot line, it cannot be more than 42” high.

An opening of two (2) feet is required along the back of the lot for access by management and/or emergency personnel. There may be a gate installed but it must remain unlocked.
Please contact the Hacienda Mobile Home Park Management prior to planning a fence/s.
Hacienda Mobilehome Park adheres to the State of California’s building codes for mobile home parks as established by the Department of Housing & Community Development (HCD). Therefore, privacy panels and carport enclosures will be allowed to be installed at the Hacienda provided they meet the following requirements:
Residents must submit to Park Management prior to installation a request to install privacy panels or enclosures to their carport. The request must be in writing (a form is available in the Park Office) and include the following information:

A description of the materials to be used;
-
A drawing or diagram of the location of the panels or enclosures with dimensions, and distance from lot line and/or other structures on adjacent lot;
-
The name, phone number and address of the person or company doing the installation.

Privacy panels must be louvered aluminum panels. Information is available in the Park Office.
-
Panels or enclosures constructed of non-combustible materials (i.e. aluminum) may be on the lot line provided it is at least three (3) feet from any other unit, accessory buildings or structures, or building components on adjacent lots.
Panels or enclosures constructed of wood, plastic or other combustible materials (i.e. lattice) will ONLY be considered if there is:

A minimum six (6)-foot clearance from any other unit, accessory buildings or structures, or building components on adjacent lots constructed of combustible materials and
-
A minimum three (3) foot clearance from lot lines.

One side and one end of a carport shall be maintained at least fifty (50) percent open and unobstructed at all times with a minimum of 12” open at the top and 12” open at the bottom. (The “side” of a carport is defined as the length and the “end” is defined as the width of the carport.)

A carport which is partially enclosed shall be designed and constructed to withstand the additional lateral forces imposed by such an enclosure as required for awning enclosures.
Privacy panels and enclosures installed on carports prior to May 1, 2011 will be accepted by management until one the following situations occurs:

Resident wants to add privacy panels or enclosures to their carport where they didn’t have any before.
-
Resident needs to replace or repair already existing panels or enclosures in order to maintain their lot in good repair.
-
Resident decides to sell home. Upon close of escrow, or at time ownership of home is transferred,
-
Any previously installed panels must comply with the above policy.
If any of these situations exists, the policy described above will apply.
The Hacienda Mobile Home Park adheres to the State of California’s building codes for mobile home parks as established by the Department of Housing & Community Development (HCD). Therefore, awning enclosures and porch privacy screens will be allowed to be installed at the Hacienda provided they meet the following requirements:
Residents must submit to Park Management prior to installation a request to install privacy screens to their porch or awning enclosures. The request must be in writing (a form is available in the Park Office) and include the following information:

A description of the materials to be used;
-
A drawing or diagram of the location of the panels or enclosures with dimensions, and distance from lot line and/or other structures on adjacent lot;
-
The name, phone number and address of the person or company doing the installation.
Privacy screens on a porch constructed of combustible materials (i.e. lattice, corrugated fiberglass panels, etc) must maintain:
-
A three (3) foot clearance from all lot lines if constructed of combustible materials; and
-
A six (6) foot clearance from any other unit, accessory buildings or structures, or building components on adjacent lots constructed of combustible materials.
Porches or patios with awnings may be enclosed provided:
-
It is used for outdoor living only – not to be used as a carport, storage room or other type of habitable room.
-
If the porch is to be completely enclosed with a solid material, at least 50% of the area must be transparent and 25% must be open for ventilation.
-
If the enclosure uses combustible materials (i.e. lattice, corrugated fiberglass panels, etc) it must maintain a minimum three (3) foot clearance from the lot line.
Privacy screens for porches and awning enclosures installed prior to May 1, 2011 will be accepted by management until one the following situations occurs:

Resident wants to add privacy screens or enclosures to their porch or patio where it didn’t exist before.
-
Resident needs to replace or repair already existing screens or enclosures in order to maintain their lot in good repair.
If any one of these situations exist, the policy described above will apply.
Our parking rules and policies are enforced by a company called Patrol One. They patrol our streets randomly twice a day.
We have authorized them to enforce the following rules and policies:

Emergency vehicle access to each home must be maintained at all times, therefore, our streets need to be free of parked vehicles. Exceptions will be made for commercial vehicles performing work or repairs to a resident’s mobile home or lot. Examples of commercial vehicles are gardeners, electricians, plumbers, etc. during normal work hours.

All residents are required to park at least two (2) cars in their own carports. Arrangements may be made to park a third car in another parking area for an additional monthly fee. Guest parking areas are for the exclusive use of guests.
-
Travel trailers, boats and campers shall be parked in the designated storage area and are not permitted in driveways.
-
Overnight guests parking their vehicle in guest parking will be limited to a maximum of 10 nights in a 90 day period per vehicle. This will be monitored by Patrol One.
-
Inoperable or unregistered vehicles are not to be stored in our Park.
-
No engine cleaning or oil changing is permitted in carports, common areas or our car wash area.
Patrol One has been authorized to give citations for violations of our rules and policies. They will give out warning notices followed by towing for repeat violations. After the number of warning violations allowed have been reached for that particular vehicle, Patrol One will tow the vehicle at the owner’s expense.
The number of citations that will be given to a vehicle is as follows:

Vehicle in guest parking overnight between 10:00 pm and 6:00 am without a safe-list confirmation number:
-
3 warning citations in 90 days
-
On the 4th observed occasion, the vehicle will be towed at the vehicle owner’s expense.
Vehicle parked in the street (non-commercial):
-
3 warning citations in 90 days
-
On the 4th observed occasion, the vehicle will be towed at the vehicle owner’s expense.
Recreational vehicles, boats, trailers, campers, motorhomes, personal watercraft, etc. not parked in the RV Storage Yard:
-
2 warning citations in 90 days
-
On the 3rd observed occasion, the vehicle will be towed at the vehicle owner’s expense.
Inoperable or unregistered vehicles:
-
2 warning citations in 90 days
-
On the 3rd observed occasion, the vehicle will be towed at the vehicle owner’s expense.
Service or repair of a vehicle in the common areas:
-
2 warning citations in 90 days
-
On the 3rd observed occasion, the vehicle will be towed at the vehicle owner’s expense.
How to “Safe-List” a Vehicle
Safe-listing is when you contact our parking patrol company, Patrol One, and receive a confirmation number from them in order to park a vehicle overnight in a guest parking space. Safe-listing is required for vehicles in guest parking between the hours of 11:00 pm until 6:00 am.
There are two (2) ways to safe-list a vehicle:
a) By telephone:
Call Patrol One at (714) 541-0999. Select option 1. The operator will ask you for the following information:

Vehicle’s license plate number, make, model and color.
-
Resident’s name, address, space number and telephone number.
-
Number of days for vehicle to be safe-listed.
-
Write down the confirmation number on a piece of paper and place it on the dashboard of the vehicle.
b) Online on Patrol One’s website:
Go to www.patrol-one.com
-
Click on “Enter Safe-listing Console” on the right side of the screen.
-
In the first column, “Safe-list Classic”, enter the license plate number of the vehicle that you are safe-listing at the bottom of the column. Then click “Get Started”.
-
Follow the rest of the instructions and provide the information requested.
-
After you print out the confirmation number, place it on the dashboard of the vehicle.
The Hacienda policy for installing storage shed(s) or cabinet(s) on a lot are determined by Housing and Community Development (HCD) and the California Civil Code.
At this time, a permit to construct is not required by HCD. If installing electricity to the unit, a permit may be required.
Hacienda Park approval is required prior to construction. A diagram of the lot showing the measurements and location of the proposed shed must be submitted to park management before approval can be given and construction can begin.
NUMBER OF SHEDS:
-
No more than two (2) individual sheds/cabinets are allowed.
-
Cannot exceed a total floor area of more than 120 square feet.
-
Cannot contribute to more that 75% of the total occupied area of the lot.
LOCATION:
-
Placed on the driveway side of the lot only.
-
Cannot block any exit, window, or other openings for light and ventilation.
-
Cannot be placed where it will prevent service or inspection of any utility connection. A clearance of at least 30 inches wide and 36 inches deep in front of utilities must be maintained for access.
-
Cannot project over the lot line.
-
If constructed of NON-COMBUSTIBLE (all steel or aluminum) materials:
-
ALL materials used are non-combustible, including floor and frame.
-
Can be up to the lot line but must be at least three (3) feet from any structures or buildings on adjacent lot(s).
-
If constructed of COMBUSTIBLE materials:
-
Unit is considered combustible if any part of the materials used are not steel or aluminum.
-
Must also be a minimum of three (3) feet from lot lines.
SIZE & HEIGHT:
-
Maximum size of any and all sheds/cabinets is not to exceed 120 square feet of floor area.
-
Maximum height of any and all shed/cabinets is not to exceed 10 feet.
ELECTRICITY:
-
A permit from HCD may be required prior to installation.
-
Electricity may be added if it will not overload the pedestal.
-
Additional amperage CANNOT be added to the pedestal.
-
If electricity is able to be added to the storage cabinet/shed, then it must be installed by a licensed electrician.
-
Electricity must be installed by a permanent wiring method and the installations shall be supplied by one of the following methods:
-
(a) By an individual branch circuit from the unit terminating in a single outlet or junction box, provided a permit is obtained from the department for the alteration to the unit. An alteration permit shall be obtained from the department pursuant to the requirements of Title 25, California Code of Regulations, Chapter 3, section 4042.
(b) By means of a permanent wiring method to the lot electrical service equipment, provided the lot service equipment is designed and listed for the additional load.
AGE
- One resident occupying each home must be 55 years of age or older;
- All others must be 45 years of age or older.

OWNERSHIP
- An age-qualifying resident must own his home;
- His or her name must be on the registration with the Housing and Community Development Department (HCD).

FINANCIAL
The applicant for residency must have:
- A documented income of three (3) times the space rent;
- A credit score (FICO) of 650 or better.
